Abstract

Since the announcement of the first positive case of Covid-19 by President Jokowi in early March 2020, life has changed. The use of masks, social distancing, handwashing frequently, and limit social gatherings in crowded places are the main standard of health protocols to prevent and break the chain of the spread of Covid-19. Many efforts have been done by the central and local governments to comply with health protocols, such as work and study from home policies, the prohibition of flights at certain times, mudik, parties, and temporary closure of cinemas, and so on. Nowadays, we come to the era of a new normal to a new habit where various activities must be carried out with strict COVID-19 prevention health protocols. The problem is changing peoples habits with different educational, economic backgrounds, and others are not easy. Therefore, social engineering is needed through preventive and repressive legal regulations to ensure that people obey health protocols. This paper aims to analyze the formulation of local regulations and various alternative and effective sanctions. Some regions in Bangka Belitung Islands have already adjusted and implemented the same regulations suitable for the regions needs and characteristics and the stakeholders capabilities.
