Abstract

Bangka Belitung province is renowned as one of the largest tin-producing areas in Indonesia. Tin has a strategic role in supporting the local economy and the Bangka Belitung community income. But the environmental damage caused by mining activities is getting worse. Therefore, it should not depend on the local economy again with lead and switch to natural resources that can be updated, such as rubber. Rubber is a suitable alternative to support the Bangka Belitung post-mining economy given the nature of tin that can not be renewed. Some of the problems that are often found in developing rubber are low productivity, lack of capital, lack of farmers science and technology, the existence of extension that is not optimal, the limited availability of production facilities, government assistance is less than optimal, a limited number of processing plants and marketing. The policy implications that can be implemented is the provision of superior clones of seeds for replanting and new planting requirements, the application of Good Agricultural Practices by relying on agricultural extension, and marketing of rubber directly to the processing plant so that farmers get a decent price. Implementation of this policy it calls to improve the welfare of farmers in Bangka Belitung and simultaneously release them from the economic shackles of tin.
